My Lord,
I have the honour to transmit to Your Lordship, herewith, a memorandum by His Majesty's Consul at Tamsui respecting a visit which we paid together to the Naval Tireless Telegraph Station at ♬ồxan in South Foro a.
I carmot entirely agree with Mr. Phipps' statement that the officer in charge refused to give information. My object in paying this visit was not to obtain informa – tion, but solely to induce the authorities of Hozan to abstain from any practices likely to occasion at Hong Kong the inconveniences about which Sir Alexander Duff had
written to me. It was in answer to this request that the Officer in Charge said it was proposed to exchange the "Spark System" for the "aro system", and thus avoid or re- duce the interference complained of. I purposely refrained from asking for any details as to the systems employed be- cause I thought such questions might be awkward and also useless, since neither Mr. Phipps nor myself have any know- ledge of Wireless Telegraphy.
